Massachusetts Bill Treats Hobby Breeding as Commercial Business
Unfortunately, Massachusetts Senators objected to the clear differences between boarding kennels, hobby breeding kennels and commercial dog breeding businesses. In their effort to "simplify the bill," Senate Bill 2994 now lumps them all together.
This opens sporting dog kennels and breeders to additional restrictions and regulations normally reserved for businesses that have the cash flow to absorb the cost of increased government regulation. Current law excludes "personal kennel" from the definition of "commercial breeder kennel," recognizing that individuals who breed their personally owned dogs do so for the purpose of improving, exhibiting or showing the breed or for use in legal sporting activities, such as hunting and field trials.
Because many personal dog owners who occasionally breed keep their dogs in their houses, the bill also potentially subjects their homes to inspection. Worse, Senate Bill 2994 provides the state of Massachusetts with broad authority to establish additional regulations and restrictions through the rulemaking process that were not discussed during public hearings on the bill.
"A one-size-fits-all approach to the many differing types of dog kennels will only harm law-abiding sporting dog kennels and hobby breeders who had nothing to do with the original boarding kennels that were supposed to be the purpose of this legislation," said Todd Adkins, vice president of government affairs for the Sportsmen's Alliance. "This is not the type of bill that should be jammed through without considering the concerns of field trailers and sporting dog owners."
Concerned sportsmen should immediately contact House leadership and their personal House member and respectfully ask them to oppose S 2994 as an extreme over-reaching bill that goes well beyond its intended purpose.

Massachusetts Kenneling Bill Fails
Legislation that lumped sporting dog kennels and hobby breeders in with large-scale commercial dog breeding operations died when the Massachusetts House of Representatives adjourned earlier this week. Senate Bill 1322, originally intended as a reform bill to address issues with boarding kennels, was turned into an attack on those who hunt, field trial and show dogs, but who do not breed dogs primarily for sale.
Tennessee Dog Bill Rife with Issues for Sporting Dog Breeders
Tennessee House Bill 547 and Senate Bill 511 have numerous issues that present serious problems for sporting dog owners and small kennels. Requirements for registration, inspections and undetermined fee schedules pose risk to small kennels breeding high-quality, and well cared for, sporting dogs. Additionally, the legislation allows municipalities to pass more stringent laws, possibly creating inconsistent standards and costs statewide, all of which would contribute to the already expensive process of breeding quality hunting dogs. Both bills have been referred to their respective chambers' agriculture and natural resources committee.

I’ve heard of folks figuring out the price tag on costs to raise wild quail, but I don’t know of anyone who has kept track of the amount of time that goes into the breeding, training and developing of a championship gun dog. Both are significant. Take that dog number, multiply it by 55, and you’ll have one heck of a lot of hours all represented in the dogs that qualified to run across 28 braces in the February 2025 National Championship for Bird Dogs held at Ames Plantation. The first brace of this 126-year old Super Bowl caliber event commenced on February 10th . The final brace ran over two weeks later on February 27, and during that time weather conditions ranged from a soggy, below-freezing 22 degrees Fahrenheit day to a 75-degree Fahrenheit sweat lodge.
